If you really want to play with Steam, the strategy is to get the Launcher, update it, and play with it during this week, then when all the patches are done do a single Steam update, keep it paused until then. It sucks because you already downloaded with Steam, but the Steam patches are always huge in comparison to the Launcher. Since you have limited bandwidth, I highly recommend using the Launcher, at least during this week. We then usually have a half dozen patches over the next week, then none until the end of the next month. Sounds like you started right before the update, which happens on the last Thursday every month.
